How the government has attempted to control health care costs?

i need ideas so i know what i have to look up. I understand about insurance coverages but what elseHow the government has attempted to control health care costs?
up until now, most potential plans to control or reduce health care costs have been shot down in congress. Sadly now they now want to take control of everything rather than doing all the things that have been put out there that would have made major changes over the years. Congress has put their own thoughts and partisanship between actually helping the people and refusing to do what needed to be done, now they want total control, something that is not good for the country.How the government has attempted to control health care costs?
Health-care is very sensetive issue... ,but before I start I must say this ..which is something I have said since MR. CARTER was president.... Human rights are human needs ,and human needs are health-care,education,and justice...with out a dollar in america your human rights are a wishful-thinking (you saw how hospitals dumped patients on the streets with their hospitals nite-gown)...(I don';t wish to go farther for now).......... Now for the goverment to control the ( a.m.a) american mugger association,and their bank-rollers pharmaceutical companies (DRUG-CARTEL) they must subjuct them to a competitions... medications from Canada,France,Germany,or Mexico (medications are much cheaper and better) now that we got rid of the snake -head .let me finish the rest ,those muggers ..which you have a better chance winning something playing the LOTTO than finding a doctors that know what they are doing( some time it takes five to seven doctors,and sometime is to late to diagnose the illness)... have doctors from other countries on visit visa to treat patients in america I ';ll guarantee you they will put those muggers to shame... those muggers will spend less time on a vacation in Europe or WWW. MED-CLUB.MUG I am serious LOL
With Medicare it restricts what the doctors are paid which why a lot of doctors don't take Medicare patients.
