John, this can happen if the fuel level gets too high! If you try to top off after the first click of the pump it can saturate the charcoal canister with fuel. It can also be caused by other things which can be determined by troubleshooting.Here is an article on it:

how much it cost will depend on what is found bad! the charcoal canister is can cost several hundred!


you may be able to find a good used one at the recyclers.
