Why limit it to development? Allosteric control is a much more rapidly deployable system than turnover. Furthermore turnover is an irreversible deactivation of an entire enzyme. If you need it again you're all the way back to the gene. Not to mention that hydrolysis of the protein itself is ATP dependent.





So, allostery is faster and cheaper.
